Look at it this way - an engine makes power by burning fuel in air. The more air you can get in the engine, the bigger the fire, so the more power you can make.

To get more air into the engine, you need to either overcome pressure drops in the engine (/ induction system / exhaust system), basically by making the pipes bigger so they're less of a restriction, or by increasing the air pressure before the restriction (ie, boost!)

The only way that such a device will increase power is by adding boost, basically as an electrically operated supercharger.

Now, one atmosphere is about 15 psi of boost. So if you have 1.5 psi of boost, you should increase your power by 10% (all other things being equal). This is how you can get major power increases with higher boost (I just tuned my car to 108 kW on 13 psi, compared to 53 kW N/A). So if you want more power, you need boost.

How much boost does this device claim to produce? If the answer is none, that tells you how much additional power it will make!
