Buy them, They usually have all screws etc with them to bolt them onto the underside of your car, install your switch with your wires all meeting at the switch and run power cable to the battery.
Done!

Yea but usually those wires will come with it in the package, sometimes if they dont they will have specifications on the packaging about what sizes you should use and you just go out and buy them.
Its relatively simple once you do it for the first time, just like soundsystems and any other part of modifying cars, do it once or twice and you will realise cars are just massive jigsaw puzzles!

i havent done under car ones yet but for my boot i ripped out the boot light and stole the power from there plus added a switch (this way even if i leave the switch on the lights turn off when i shut the boot). i wired power from the old boot light into the switch then ran the positive wire for the neon out of the switch (which should go into your transformer) and earthed the neon where ever i could find an earth (the other wire coming out of the transformer). running it through the boot light also means there is a fuse in the circuit which saved me a few times as my boot was the first thing i did when i got my car bout a year ago and couldnt even tell you what wires i was cutting lol.

when i did the ones in my car i made a whole new circuit from the battery and put in a fuse box which has all my interior neons as well as my front spot lights running off it, if you need ideas for powering the neons.

and bmsss is right once you get the first one done its so easy

also last thing think about leds instead of neons as they dont drain as much power and arent polarised (i think thats the word) my boot is all neons but my unterior is half and half and im slowly swapping over

Yeah them lol. The underglows i brought have a remote so i opted for no switch but they put the control panel for it in my glove box. They charged me $250 to install and they are perfect.
